§ 32.04 PUBLIC WORKS DEPARTMENT.
   A Public Works Department is hereby established. The head of this Department shall be the Director of Public Works. The water, sewerage and sanitation utilities, the city streets, parks and cemetery shall be under the Director’s direct supervision and control and the Director shall oversee the refuse pickup operation.
