(A) The planned unit development (PUD) provision is applicable to all uses and districts and is optional except where specifically required by this chapter.
(B) Its purpose is to allow variation from the provisions of this chapter in order to:
(1) Encourage more creative design in the development of land;
(2) Promote variety in the physical development pattern of the city;
(3) Create larger expanses of usable open space and preserve unique natural features;
(4) Preserve and provide a more desirable environment than would be possible under strict requirements of this chapter; and
(5) Establish a confidence between the developer, the city and the residents of the city that is impossible with traditional zoning procedures.
