(a) Where a sewer is available, it shall be resumed that the waste from a residential unit will be discharged either directly or indirectly into the sewerage system and the residential unit will be subject to the current sewer service charges.
(b) Where premises are not served directly or indirectly by the sewerage system and should be exempt from the sewer service charge, the property owner or other interested party shall be responsible to notify the Village of said claim for exemption. All lots, land, buildings, or premises owned by Wakeman, Ohio within the Village shall be subject to the sewer service charge as set forth herein.
