he license and tag issued pursuant to this chapter may be transferred when the ownership of the dog or cat is transferred. The new owner or the previous owner of the dog or cat shall notify the Poundmaster in writing of the change in ownership of the dog or cat, and the name and address of the new owner. If such written notice is not given, the Poundmaster shall send all required notices concerning said dog or cat to the person whose name and address are on file with the Poundmaster.
