Effective as of July 1, 1984, the Director of Finance shall assume and perform all of the duties and functions and shall have all the powers of the Commissioners of the Sinking Fund provided by statute or ordinance. All moneys, accounts in financial institutions, securities, property or other assets then in the name of, held by or in the possession or custody of the Commissioners of the Sinking Fund shall be transferred to or placed in the custody of the Director of Finance as the chief fiscal officer of the City. The offices of the Commissioners of the Sinking Fund are abolished as of July 1, 1984.
