It shall be unlawful for any person to keep any vicious animal, as defined herein, within the town unless the animal is confined within a secure building or enclosure, or unless the animal is securely muzzled and under restraint by a competent person who, by means of a leash, chain or rope, has such animal firmly under control at all times.
