Supply pipes, including curb cocks, shall be installed only by the public utilities department, and service pipes shall be installed only by a licensed plumber. When service pipes are installed, extended, repaired, altered or any connections or attachments are made thereto by a licensed plumber, the work must be inspected and approved by the building inspector. Supply pipes shall be under the exclusive control of the department, and no person other than authorized employees of the department shall construct, repair or otherwise change or interfere with them in any way.
