Any vehicle left unattended, after being tagged by the police, for more than forty eight (48) hours within the right of way of a highway, road, street or other public thoroughfare or on any sidewalk, is declared to be an abandoned vehicle and the police may forthwith remove the same from the sidewalks or streets of the town at the expense of the owner of such vehicle.
