In accordance herewith, the basic telephone tariff rate for telephone access lines within the jurisdiction of the City of Fort Smith shall be enacted by the County Quorum Court based on the rate set by the Fort Smith Board of Directors, in the event this percentage rate is different from the rate enacted by the county.
