Upon receipt of an application for an outdoor mass gathering permit the Fire Chief shall consider, before approving or denying the permit, the requirements of emergency medical facilities and fire protection; the Fire Chief may consider the public health, safety, and welfare in this determination, but the rationale for the determination shall be stated in the Fire Chief’s approval of denial of the application.
