Along reaches of watercourses where hazards from eroding banks or channel meandering are considered by the chief engineer to be severe, special engineering studies, prepared and sealed by an Arizona registered civil engineer shall be required of the property owner or developer; and requirements for setbacks from banks of watercourses and/or other protection measures shall be established in accordance with the approved studies.
