It shall be unlawful for any person, whether licensed auctioneers or not, to sell or offer for sale at public sale any property whatever on any street or sidewalk within the City without first obtaining a permit from the City; provided, however, that this Section shall not apply to any sheriff, constable or public officer offering property for sale by reason of any Law of the State and the provisions of this Code.
