The City Manager shall have such jurisdiction over all places within five (5) miles of the corporate limits of the city, for the enforcement of any health or quarantine ordinance and regulation thereof, including ordinances and all regulations necessary to preserve the public health; to prevent the introduction of contagious diseases into the city; and enforce quarantine regulations and laws for that purpose.
