No service pipe shall be allowed to run across lots, that is, from one lot to another, but it must be taken from the main in front of the premises or from some point adjacent thereto, unless specific permission is obtained from the public works director. The public works director or his agent shall have the power to extend service pipe to houses not located on main line. All additional expenses for such extensions shall be paid by owner of property.
