Residents of Lakewood can register at anytime and thereafter annually on or before April 1 with the Division of Health to have their name put on a list to be given to users of pesticides. All users of pesticides shall acquire such list from the Division of Health on a monthly basis and give notice of an application of pesticides to each registered resident requesting same prior to such application. Notice shall consist of an oral or written prenotification to any resident registered to receive notice with regard to a specific address. If prenotification fails, the user of pesticides shall place a notice on the door of the home to be notified that such application has taken place.
