The tax shall be at the rate of five dollars ($5.00) per motor vehicle for each year while the tax is in effect, shall be in addition to the taxes at the rates specified in Ohio R.C. 4503.04 and 4503.16, shall be applicable to motor vehicle registrations for the registration year beginning January 1, 1990, and shall continue in effect until repealed.
