Sec. 20-36. - General conditions.
   (a)   All solid waste management in the county shall be in accordance and in compliance with solid waste management rules as set forth by the department (DENR), as from time to time amended.
   (b)   All solid waste shall be stored, collected, transported, treated, and processed, reclaimed, recycled, and disposed of in a manner consistent with the requirements of this article.
   (c)   The division shall be charged with the responsibility for administration, supervision, and execution of regulations pertaining to the management of solid waste. Enforcement of the regulations of this article shall be the responsibility of the county sheriff or his designee, and the zoning enforcement officer. However, certain designated division personnel may assess civil penalties under this article.
   (d)   Nothing in this article shall be construed to restrict in any way the authority and applicability of the provisions of the county zoning ordinance regarding junk and junkyards.
