(A) The water rules and regulations proposed and recommended by the City Water and Sewer Commission are hereby adopted and approved. A copy of these water rules and regulations is attached to Ord. O-23-86 as Exhibit "A", dated July 21, 1986, and entitled "Water Rules and Regulations" and is hereby incorporated by reference as if fully set forth herein.
(B) The adoption of these Rules and Regulations for the use, operation, extension and improvement, and other related matters of the public water works system of the city is determined by the City Council to be in the public health, safety and welfare and promotes the public interests of the citizens of the city.
