(A) The provisions of this chapter shall not apply to employees of the city engaged in collection efforts directly related to their employment, persons hauling trash, refuse or debris on a one-time unscheduled basis, or private citizens engaged in typical residential trash removal activity.
(B) The provisions of this chapter shall not apply to construction activities within streets and rights-of- way within the corporate limits of the city which may be authorized and regulated by other applicable ordinances of the city.
