§ 114.01 DEFINITIONS.
   The following words and phrases shall have the meanings set forth herein unless the context clearly indicates otherwise:
   ALARM SYSTEM. Sensors, controls and annunciators designed or intended to detect and/or report an intrusion and/or emergency at the premises where such system is located. This definition shall not include alarms which (i) are not audible or visible beyond the property boundaries of the premises where such alarm is located, and (ii) do not require a response from the Police or Fire Departments, such as self-contained residential smoke detectors and vehicle alarms.
   ALARM SYSTEM BUSINESS. Any business whose daily operation includes the sale, lease or installation of alarm systems.
   ALARM SYSTEM USER. Any person, corporation, partnership, governmental or educational entity owning, leasing, occupying or otherwise using premises where an alarm system is located.
   COMMUNICATIONS CENTER. The Clayton Police Department Communications Center and/or the Johnston County Communications Center which receive telephone requests or signal requests for police, fire, ambulance, rescue or other emergency service within the town.
   FALSE ALARM. Activation of an alarm system that elicits a response by the Police or Fire Department when no situation requiring such a response does, in fact, exist. This includes accidental, avoidable, and unnecessary alarm activation due to user error, equipment malfunction, improper or unsuited equipment, or any other reason, but does not include alarm activation caused by violent conditions of nature or other extraordinary circumstances not reasonably subject to control by the alarm system user or alarm system business.
   FIRE ALARM. Activation of an alarm system that is intended to elicit a response by the Fire Department.
   FIRE CHIEF. The Fire Chief of the Town of Clayton or any designee acting on behalf of the Fire Chief.
   LOCAL AUDIBLE ALARM SYSTEM. Any alarm owned by an alarm system user that, by sound of a whistle, bell, buzzer, siren or other noise generator, alerts those outside the premises where the alarm system is located, but in the near vicinity, of an intrusion and/or emergency, but does not transmit a signal by telephone or other communication device.
   POLICE ALARM. Activation of an alarm system that is intended to elicit a response by the Police Department.
   POLICE CHIEF. The Police Chief of the Town of Clayton or any designee acting on behalf of the Police Chief.
