§ 99.051 TOWN COUNCIL AUTHORIZED TO ACT WITHOUT PETITION; TOWN TO PAY COSTS.
   When, in the opinion of the Town Council, a new street should be opened and improved and no petition is filed asking for the assessment of the cost thereof, and when the Town Council is of the opinion that the public benefit will be greater than the benefit to abutting property owners, the Town Council may direct that the improvement be made and the entire cost thereof shall be paid by the town.
