The streets, or parts thereof, described in Traffic Schedule XXVIII hereby made a part hereof, are hereby designated as school loading and unloading zones. No person shall stop, stand or park a vehicle therein for any purpose other than the expeditious loading or unloading of school passengers, and then only for a period not to exceed ten minutes.
