“New Subdivision” shall mean a subdivision as defined and approved by the City-County Planning Commission of Bowling Green and Warren County which is located in the service area of Warren Rural Electric Cooperative Corporation (WRECC) that has not obtained fifty percent (50%) occupancy of the lots within the subdivision.
