§ 23-28 LICENSE SUSPENSION; HEARING.
   (A)   Any three violations of this chapter by any licensee during the license period shall result in suspension of such license by the chief of police for the remainder of the person’s license period, or until all violations are adjudicated in the appropriate court proceeding, whichever is earlier. The city clerk shall send notice of the suspension by registered mail, postage prepaid to the licensee, at his last known address.
   (B)   Any person aggrieved by the suspension of his or her license may appeal license suspension. Such appeal shall be taken by filing with the city council, within 14 days after notice of the suspension has been mailed to such person’s last known address, a written statement setting forth the grounds for appeal. The city council shall set the time and place for a hearing on such appeal and notice shall be given to such person by registered mail, postage prepaid, at his last known address. The decision of the city council on such appeal shall be final.
