The actual cost incurred by the town in removing an obstruction from a street right-of-way shall be charged to the owner of such lot or parcel of land that caused, permitted or allowed the obstruction to exist. If such costs charged in accordance with this section are not paid as herein stated, the costs shall be a lien upon the land or premises and shall be collected as unpaid taxes in accordance to G.S. § 160A-193.
