SECTION 702. CITY MANAGER, APPOINTMENT, QUALIFICATION, COMPENSATION.
   The appointive office of City Manager for the City is hereby created. The qualifications, appointment, salary, duties, tenure and discharge of the City Manager shall be prescribed by ordinance of the City Council, or as may be fixed by contract authorized by at least three (3) votes of the City Council.
